Well, I looked in both the V5R4 and the 6.1 Info Centers and saw nothing about URL. However, I download PTFs using FTP. My script uses the RMTSYS ('PTF.BOULDER.IBM.COM') parameter. I'm on 5.4 so I don't know if this was available in 5.3 - but I've gotta think it was.
