The nicest thing would be if we could develop an i client handler which
could be plugged in to SVN, Mercurial, Git or other SCM just like with the
TortoiseGIT port of TortoiseSVN.

If you're talking about taking on a significant task like this you might
want to look to integrate with Mercurial or Git instead of SVN. Seems like
the distributed version control systems are getting much more attention over
the past year or so.
