Perhaps verify *JOBQ and *SBSD work management details, then adjust by performing either or both of:

CHGJOBQE SBSD(PerSbmJobRtg) JOBQ(JobQfromSbmJob) MAXACT(BigEnough)

CHGSBSD SBSD(PerSbmJobRtg) MAXJOBS(BigEnough)
