There are some tools that can execute a PDF to HTML conversion from a
(Windows) command line. I found a (non-free) app here:

If you can write a small program in your Windows Server that monitors an IBM
i shared folder (I think this company has also a .DLL version), you could do
something like this:

1) Copy your PDF to the shared i folder.
2) Your Windows monitoring program "sees" that there is a new file in the
folder and converts it to HTML.
3) Have an IFS monitoring program in your IBM i (see easy400's MONIFS) check
if there is a new HTML file created.and send it.

The ideal, of course, would be to have a PASE program do the conversion for
you. That way, you could do everything from inside your IBM i. Google
around, maybe someone has already done something like you need.
