Alrighty then.
So check the properties of the partition (running or not) by clicking on
the partition name. Then the Settings tab. Near the bottom what is
indicated for the "Console:". It should say "Slot 1/Virtual I/O" for
the HMC.
Also did you have a console session initiated to the HMC that specifies
this partition when the partition was being IPLed? If the session is
'old' you may want to restart it before you activate the partition.
Also you did restart the partition from "Not Activated" correct? If you
use the "Restart" option the profile is NOT applied so it may say the
right thing but not be active.

While the partition is down select the partition with the check box and
the click on the double arrow drop down and pick Configuration and then
Manage Profiles
Then click on the profile name to edit it.
Now on the Tagged I/O tab, select "Hardware Management Console" for the
Console.
Now close and save and then restart the partition with the updated profile.
You should get a console on the HMC.

Change the definition of the Partition via the HMC then when you startit
you'll get an HMC console.
If the partition is already running then get in with another session to
service tools and change it there.
