Create a software restriction policy (2000 - Vista) or use AppLocker
(Windows 7) to forbid the use of telnet.exe.
Another approach would be an exit program that checks on the device
type that is going to be auto-created - a vt100 telnet connection uses
a different virtual terminal than a 5250-aware client access session.
However, this would still allow people to use alternate 5250
emulators.
