If the NFS server system is unix-ish, you can't make it case-insensitive - if Windows, it probably is not case-sensitive, although I've not verified that.

What attribute can be changed on the iSeries side, if any, that will
make this case insensitive?

When we run to the SNAP Server from a windows machine, it is not case
sensitive.
