It looks like a spammer has hijacked your SMTP server and is routing email through your system.  The quick fix is to just shut down the SMTP server:

ENDTCPSVR  *SMTP

After you shut it down, run the CHGSMTPA command (Change SMTP Attributes) and prompt it with the F4 function key.  Roll up until you see the parameter that allows relayed mail.  It is probably set to *ALL.  Changing it to *NONE will shut down any spammers attempting to relay mail through your server.

If, however, you are using the SMTP server to send email messages from your system (using SNDDST, for example), then you will have to change the parameter to *LIST and construct a valid accept relay entry that is set for just the IP address of your system.
