QUTCOFFSET is a read-only value. You need to specify the timezone.
QUTCOFFSET is automatically set by the system, and can change if you
country has DST.

As Norm indicated, QUTCOFFSET is a value that you can (read 'should') set at
V5R2 and before. At V5R3 and after, things changed.
