At least now I know I am thinking in the right direction, since I've not
done this before with FTP I was questioning my every move.

One additional question, if I may: I will need to get this CA
certificate from the vendor correct? (they seem to think I don't)

I couldn't see any way in DCM to set anything up to automatically accept
this from them. They seem to think they don't have CA certificate to
send out for me to import (I asked before I posted to the list). I've
done this once before with a vendor; gotten his certificate, imported
it, and assigned it to a program, that was for HTPPS connection but it
worked fine.

Then I get:

Connecting to remote host 74.112.20.22 using port 990.
Secure connection error, return code -23.

Same problem. You need to install the CA certificate into your digital
certificate manager, and tell the FTP client that it should be a trusted
CA.
