I like SQL Server Report Writer and basically free if you own SQL Server.
What I like about it is that it is built for web from the start. Crystal is
an add on.

I backended all my AS/400 work with stored procedures. Mostly service
programs because they are faster but some SQL Stored Procedures. Always
worked real well and allowed me to test independent of the query itself.
