Is there a REUSEDLT(*NO) equivalent in SQL's Create Table? (I didn't
have any luck in finding one on the web.)

SQL is hard-coded (for lack of a better word) to REUSEDLT(*YES). There is
no REUSEDLT(*NO) option available when creating a table via SQL.
