This may not be the best solution, but a company I used to work had this in place for what appears to be the same challenge you face......

We had logical tape sets that physically rotated (daily). When it was time to load another tape set, BRMS needed to know the volume was 1)expired, 2)in the tape library. (This is much easier when you have enough library space for scratch media.) We had a program that cross referenced our little "logical" tape set rotation identifier against the BRMS media master (QA1AMM), field TMCVLT. Bottom line, you pass the tape set parameter, the program reads our own little tape set database for all the rotated volumes, then moves the correct location name into the TMCVLT field for those affected volumes.....boom done! Operators loved it, because it cut down on errors preparing tapes.

Hope this gives you some ideas.....
