Are you using the bar code height parameter? I'm not sure what the default height is. Also, are you printing the human readable value of the bar code? That is in addition to the height of the bar code itself.

This link appears to be for v5r1, but the text would seem applicable to v5r4 as well.

I have a document printing with several barcodes. The page overflow is not occurring where I would expect it to. Is there some kind of a trick here because of the barcodes taking up more space?
