It used to be included with many package deals. However, with IBM
stressing DB2 Web Query over any 5250 based product I find it hard to
believe that they would still be packaging QU1.

If you have this command on your system then try it and see if it will
work for you in lieu of QU1: STRQM. This command is part of 57##ST1.
Unlike QU1 it can be set to respect library lists.

If you can bang out SQL then you can do it on the freebie by storing the
source in a member and using CRTQMQRY. See also STRQMQRY, CRTQMFORM.
