In CL you could do
PING RMTSYS('NRA.ORG') MSGMODE(*QUIET *ESCAPE)
MONMSG MSGID(TCP3210 TCP3202 TCP3213) EXEC(GOTO CMDLBL(ALERT))
If that fails, grab your guns and head for the woods. :-)
Caution: Some sites block pings.

I know jack about sockets programming but couldn't you open a socket to
the target and see if they are up?
