question on STRQSH and grep -- MIDRANGE-L

I have tried to look for my answer in the archives, to no avail
I have the following CLLE program

The program compiles and runs with no problems
EXCEPT the ifs file it creates
/HOME/RADPS_B12108140001.CSV
is empty, while data is in the file axslib/DENIEDPF and for the life of me
I cannot see what is wrong.
If someone else can see my problem
as always - it would be MUCH appreciated
