Always safer--I don't know why anyone would choose to load and apply fixes for the world's best OS from a graphical client on the world's worst OS; just seems fraught with peril.

restricted state or at the console, but it appears that is the way to go
since they don't say to change the defaults and the defaults have me doing
an automatic IPL.

You can load PTFs while system is running normally. Immediate PTFs can also be applied while system is running but you do need to check the cover letter for special instructions (e.g., ENDTCP before applying in which case you might as well be in restricted state). Delayed PTFs require an IPL to apply. If you're doing a Cume or Group apply then simply easier to be in restricted state or mark all PTFs to be applied delayed and then IPL when convenient.
