support people than he actually had?

Of course it was the platform's fault!  Modern systems require prepackaged 
software, and require a lot of people to support and maintain, they get 
viruses and run unreliably, which require more people to be involved.  You 
couldn't pull that level of fraud off with a modern system.

So it's the system's fault!
