I have a 170 which has 60 GB of available disk space. It currently
shows 7% available. However, when I list every objects on the system
and add up their sizes, it only adds up to 28 GB. Can anyone tell me
what is using the rest of the disk space?

If you have a large number of small streamfiles in the IFS be sure to summarize the "size on disk" rather than the object size.
Also have a look at Size of temporary objects from wrksyssts display.
