It's a Limited Availability API. Search for QYCDCUSG and you'll find some IBM hits.

If the API errors are handled properly there ought to be an ICS10nn message in the joblog with more information.

Possible issues are:
o *SYSTEM certificate store password is corrupted
o PTFs for 5722AC3 are not installed


What do you mean by "assign an application to a digital certificate"?
Why would someone want to do this? Is this something you can't easily
type into the DCM?

To automate things instead of requiring a user to follow a bunch of manual steps.
