previously posted is a file I/O error set by fopen(). It is likely
that the mode string (parameter 2) contains a character that means
something on your "mainframe" but is unsupported on OS/400.
While it's possible that code within the MQ API is causing this that's
unlikely and it is probably the code that handles the input file that
is at fault.
