I don't think it's expanding &URL...I think what you're sending is:

"C:\Program Files\Internet Explorer\IEXPLORE.EXE" &URL

rather than

"C:\Program Files\Internet Explorer\IEXPLORE.EXE"
HTTP://WWW.GOOGLE.COM<http://www.google.com/>
