Experimentation. First, I split the two RUNSQLSTM statements into separate CLLE's and they ran fine. Next I altered the initial CLLE to have just the two RUNSQLSTM statements back to back and they ran fine. Next I started to put the rest of the code back in until it didn't run correctly anymore. The second RUNSQLSTM statement started to fail when a OVRDBF was reinserted in the CLLE. Adding a DLTOVR saolved the problem.
