Hans pretty much said that IBM transfered everyone out of the Toronto lab:

What does "investing in the future of the platform and ... RPG" mean
in terms of staffing in Toronto Labs and features for the next
release? Is the work that Toronto Labs had been doing now being done
in India? ( better than nothing )

IBM should either open source IBM i or sell it to another company.
