The key issue is that the creation template is kept in the program object - if a program or service program is created anywhere from V5R1 and up, that will be the case. If such an object were created before that, it might have the template and it might not - if you stripped observability before V5R1, the template disappeared - it is always kept around from V5R1 and up.

So whatever you do, run the ANZOBJCVN command over your libraries - you will get reports of any problems. Also do this over vendor libraries - I know that the main products we sell will do fine. Not all vendors, even today, have come up to speed, I believe.
