On the AS/400, you can copy from one library to another, be it programs, sources, data files,etc.
 
On SQL server, I liken Libraries to Databases. I have not seen a way to Copy objects between databases. Thus, If I am say creating a modifications database, to re-create a table I have, I can create said table, but I have to re-enter the actual data. Unless there is some way to copy like on the 400. You could put a '3' in front of the member and copy it, or use a CL command.
