At V5R2 (maybe V5R1) and above, you need to check the system value
QLIBLCKLVL.

1=Lock libraries in the library

So then, if QLIBLCKLVL is set to 0, the system does NOT lock libraries,
so you will NEVER see them with WRKOBJLCK in that case.
