Once, on V6R1.

We had been fortunate enough to have never encountered a damaged
object in OS/400 in 20 years (started on B10), until upgrading to
V6R1. Since moving to 6.1, I've yet to be able to do a clean
Save(21). There is always at least one object damaged.


That response seems to confuse RCLSTG SELECT(*ALL) OMIT(*DBXREF) with the request noted by the OP. The reclaim of only the database cross reference is effectively just a data refresh, an extract from many existing database related objects on the system; i.e. in general, nothing to do with "damaged objects" and the impact those have on save.
