What I was getting at is that e-mailing passwords in the clear in
unencrypted e-mail over the internet is inherently unsafe, unless you
are using something like Lotus Notes or some other e-mail software that
digitally signs e-mail messages and encrypts the body of the messages.

E-mailing passwords does contain some risk, but it is certainly a risk that can be mitigated with a wide assortment of compensating controls.
