Sounds like STRSQL isn't leaving the access path open, thus it can't reuse it.

Also, STRSQL's default optimization is FIRSTIO whereas Run SQL
Script's is ALLIO.

Which could make a difference in how the query engine choses to return
the results.

Add

OPTIMIZE FOR ALL ROWS to your green screen statement and see if it
works the same.
