To work around this you may want to use CPYFRMSTMF and handle that
yourself or search for Scott Klement and IFS to write your own RPG
programs that access stream files directly.

I've found rolling your own to perform better than the IBM library of CPY
commands and to give you much better granularity of handling errors. Not
only that, but they don't change how they behave with every release of the
operating system.
