Cannot start management central server

I am trying to start the management central server on 2 different system
and can't get either to start. Does anyone know a good document on setting
this up? So far most of what I'm finding talks about installing the
navigator portion and then acts like it should work. I can't get the
server to start. I can see messages in the joblog about CHGSYSLIBL not
being thread safe, and then it starts looking for library QSYS2924. We are
at V5R4M0.
