I believe auditing can be specified to be established automatically for files created into the directory [*CRTOBJAUD], and that would presumably show what effected a change to the file attributes; change auditing for existing files to match the settings that will be established automatically for new files. See CHGATR for "create object auditing" and the CHGAUD commands.
