If you do a WRKJOBQ *ALL - and find your QPGMR jobq - it should say what
subsystem that jobq is attached to. If it is not attached, then either the
subsystem is not started, or the wrong subsystem grabbed the jobq.

Why isn't my job going to subsystem QPGMR which is idling instead of
apparently waiting to go to CMPSBSD?
