I have an itty bitty file (100 kilobytes) with example data
for a vendor that was saved to a save file from our
V5R4 system using TGTRLS(V5R2M0).

I need to have it converted to V5R1 in order to restore onto
the vendor's system. Does anyone have a V5R2 or V5R3 system
that is willing to help me?

Contact me off-list and I'll forward the file to you...

Why not just /create/ the file on the v5r1 system [from its DDS or DDL creation source(s)], and so send only the data? Unlike a *FILE object, its data is release independent. If the save file data can be sent to the v5r1 system, then so too can any other file data. So instead of sending *SAVRST formatted data representing both the object & data to a target save file, send the database file data to a target database file [or send exported data into a flat file to be imported into the database file] that gets created to receive the data.
