CHGOBJD has a parameter to reset the values. Requesting USECOUNT(*RESET) on the Change Object Description command resets the /last used date/ to the current date, and the /days used count/ is reset to zero [for all members of a database *FILE object].

The operating system is object-based. The object attributes are not /stored in a file/ somewhere. IIRC those attributes are an extension of the *LIB object type. Regardless, best to just use the supported interfaces; i.e. ignore where the values are kept, as that is an implementation detail as part of the OS internals [which is subject to change].
