That is allowed, just as for QUSRSYS, QGPL, and QTEMP. Although the initial value for the system values QSYSLIBL and QUSRLIBL will in combination include all of those libraries and QSYS2, there is no assurance that all [or any] will be in the library list of a job. Those libraries may be omitted not only by revision of the system values [against recommendations, for QSYS2 & QUSRSYS], but also by specification in *JOBD and other means for establishing both the SYS & USR portions of the library list; e.g. CHGLIBL & CHGSYSLIBL. Only library QSYS is required to be in the system portion of the *LIBL.

And albeit repetitive, I still believe Bruce meant to suggest that QSYS2 can [effectively] not be deleted; not as an LPP, and not easily as a library... and an mandatory /option/ of the OS would be missing and in *ERROR.
