Not:
ADDIMGCLGE IMGCLG(TEST)
FROMFILE('/QFileSvr.400/LPAR2/imgclg/virttape/gen001')
TOFILE(*FROMFILE)

Your method puts a copy on both systems. He didn't want to eat up the
disk space.
Not only that, but QFileSvr.400 is limited in size. I found that out when
I tried to use your command to move the DVD sizes of the 6.1 install
media. I had to ftp them. Once I did that then loading them into image
catalogs was no problem.

He was hoping to have an image catalog on one system, but the stream file
on another.
