The specific problem that came up was with an RPG program that uses FTPAPI to connect to an internal FTP server. Coincidentally, the FTP server was rebooted at the same time my job was trying to connect. Instead of timing out and going into MSGW status, the RNQ0202 message was auto-answered. I admit that I don't really understand what *GETIN means (in particular since this program has no primary file), but the program kept calling the "connect to FTP" program, which would fail and so it looped indefinitely doing a whole lot of nothing. Nothing, that is, but holding up a bunch of other batch jobs.
