Two problems with that:

1. Since it is windows, it isn't "green screen". Both of my suggestions use a terminal-only solution; x5250 is obviously a 5250 emulator and pine is a mail client that is text only and runs inside xterm (xterm is a terminal running in X). The client clearly doesn't want a GUI. Even locked down to just the email client on windows, there is still a lot that can happen in a graphical email client that is undesirable.

2. Now you would be running MS Windows.
