I wondered about that also. But there's nothing to say that, just because
SNDDST was able to send me an email that the person who was supposed to
handle it read it, let alone even received it.
If the intended recipient doesn't block javascript you could try burying
java script in there that says he's read it and blest it. And then all
notifications that haven't been blest could ding him once a day until they
do get approved. If javascript is out of the question there is burying a
url they can click on to approve the change.
Well, there is also looking at the QZMF journals to see if he's received
the email. Something about this in the troubleshooting email section of
Infocenter.
