You are right for normal session, but from manual IPL
I had a menu of something like "work with objects".
In this menu (and the others as well) I have no command line.
I had a menu which the nearest option to create an object was
rename of an existing object in the same library.
So I tried to find known programs in QGPL to rename.
Only after changing system value QCTLSBSD to QBASE,
and resuming IPL, I got a command line prompt directly without
entering user/password.
Then I could use normal commands.
