That is correct. The /$Shipment section only gives the <Shipment> tag.
Each section only gives the text below the /$ until the next /$ is
reached, or the end of file, whichever occurs first.

In the past, I've given each XML tag group its own section in CGIDEV2.
Here is an example when posting to a browser. In my case, I was
providing data in either HTML or XML form, depending on user selection.
Also note each /$ section must occur on the left margin (column 1).
