Another trick he could try would be to power down, and then pull the actual
wall cord for a short while (I forget how long IBM had me do that in the
past). I remember something that IBM service told me about that causing a
more complete reset of the FSP than normally occurs during a powerdown or
short unplugging from the wall.

Larry or someone that does more hardware work may know more detail about
what i'm vaguely remembering here.

Just for Future Ref... you don't Power On the System with the White
Button since you have an HMC. You should use the HMC to issue the Power On
