I'd recommend and Internet based email-to-fax. Maxemail is one I've used.

The cost is pretty cheap, .10 a page or so.

Also, if you tend to send your faxes out in batches, ie. most those
100 faxes go out around the same time, you'd need considerable
hardware that would not be used the rest of the day if you want to
have good turn-around time.

Just need and spool file to email program, I've used Brad Stones and Gumbo's.
