I'm not sure that's even the case.

Is there any rule that prevent Canadian SS# from duplicating a US one?

I'm not sure "normalizing" is the right term - as one other poster pointed out, simple numeric values may not be unique. If I understand correctly the placement of the "-" characters are what make the key unique.
