There's a Job Notification Exit Point that seems to provide the data you
need to track this.

I've never set this up although I have always wanted to have a bit of a
crack at it.

Look for a way to track the average time our jobs are waiting in a
couple of specific JOBQs to run.

Is anybody aware of a tool/package that would give me this?

And/or any thoughts on how to get the data myself; the List Job
(QUSLJOB) API is one obvious starting point.
