Maybe the upgrade is to add bandwidth and more servers to the site!

Oh wait - I'm only dreaming :-p

I really don't get that. In today's age of virtualization and redundancy
what type of upgrade requires 6 hours of planned outage, especially for
something critical like fix central? Even a DB schema change should be
scriptable such that you don't require downtime.

Fix central is horribly outdated anyway. They are not using a CDN like
Akamai and seem to have a very slow connection in the US. It takes me
about a day to download the 11GB that's required for a current full
PTF set, which in ideal conditions with our 20 megabit pipes (which
can deliver that much for most of the other large downloads, for
example MSDN) would only take about 1.5 hours.
