I'm in a similar situation, hundred of modules and no service programs.
But I was able to get everyone on board to use one binding directory. To my knowledge this hasn't caused any problems. Only the modules/procedures used are actually bound into the program.
You can test this by using a pdm option 5 on a *PGM object and look to see which modules/procedures are bound to the program.
I am slowly introducing the concept of service programs to my staff. I even have one application that uses only service programs and this is my 'ideal world' application that I'm using to show how it 'should' be done.
Unfortunately we have a few programmers who didn't understand the big picture when they read about or tried using a service program and now they are too afraid to adapt, and they've heard horror stories about their difficulty and activation groups etc (it's a really long story) - but I'm slowly pushing them towards the light.!
